    In 2022, Global OTEC completed extensive geotechnical, MetOcean, and techno-economic studies to support a bankable proposal for the São Tomé & Príncipe government’s submission to the Green Climate Fund (GCF). In 2023 the installation method for a Cold-Water Riser attached to this offshore OTEC platform was awarded a Certificate of Approval by ABL Group. The platform has also been granted Approval in Principle (AiP) by Lloyd’s Register (LR).

Dominique is the world’s first commercial-scale OTEC system designed to address small islands’ critical need for affordable and reliable renewable energy. Using OTEC, Dominique harnesses the solar heat stored in ocean waters, converting it into continuous, 24/7 power throughout the year.

Global OTEC is set to deploy the first-ever floating OTEC platform, Dominique, in São Tomé & Príncipe. This groundbreaking project will demonstrate how small islands can replace costly diesel fuel imports with clean, ocean-derived energy. The centrepiece of this initiative is the commissioning of a First-Of-A-Kind 1.5 MW platform, with plans to expand the installed capacity to 10 MW through additional platforms.

According to São Tomé & Príncipe’s 2018 Least Cost Development Plan, the average plant factor is 17% for solar projects and 9% for wind. In stark contrast, an OTEC plant can achieve an impressive 95% plant factor. This means that each 1 MW of OTEC capacity is equivalent to 5 MW of solar or 10 MW of wind power.
